The long tail
5991 in 20 hunters is still empty-handed here, about 3× the rate. That player is not cursed and the server is not broken.
The line never touches 100%. There is no flip that guarantees it.
Send 1,000 players after the same drop and count how long each one took. Nobody is playing a different game. This is the whole spread.
